This may be a very good glyph when/if fights last longer in Ulduar. The extra burst at the end when the boss might be enraged can help secure a kill. Seems a fine glyph to me.
Edit: It's best for Survial hunters as they got 15% extra crit chance with Kill Shot due to Sniper Training. It's great/fun on trash, if you manage to get the kill shot off before the trash dies.
Edit: Originally posted when the glyph provided a 6 second reduction of kill shot's cooldown. The new mechanic is fun, even though it's (still) a bugged in pvp. After patch 4.0.6 the damage of kill shot is nice again, contrary to what it was after patch 4.0.1 hit.

Previously a major glyph before the introduction of prime glyphs in patch 4.0.1, this buffed Kill Shot as follows:

This is a very, very nice glyph to have when you're fighting a prot paladin who has just had Ardent Defender activated, or any class with a Death Cheating ability (Note that cases such as the rogue's Cheat Death, you'll probably want to wait for the damage reduction buff to wear off before firing the second Kill Shot).
After all, letting your opponent feel a brief glimmer of hope right before snuffing it out beneath a barrage of arrows/bullets creates such a warm, fuzzy feeling.
And even if the second kill shot doesn't kill them, you'll probably be forcing them to use up additional CDs. :D

This glyph doesn't work half the time it should. I frequently should be getting a second KS option, and it stays on cooldown.

Seems like if your kill shot hits a target above 20% health, this doesnt reset the cooldown on it.

In Mists of Pandaria this glyph has changed.

OLD: Glyph of Kill Shot
If the damage from your Kill Shot fails to kill a target at or below 20% health, your Kill Shot's cooldown is instantly reset. This effect has a 6 sec cooldown.

NEW: Glyph of the Cheetah
Your Aspect of the Cheetah no longer causes you to be dazed when struck. Instead, the effect is cancelled and all your Aspects are placed on a 4 sec cooldown.

Despite the tooltip of Northrend Inscription Research that says "you are very likely to discover new major glyph recipes this way", I was able to learn this minor glyph doing my daily Northrend Inscription Research today.
