This is one of the best rings in the game for resto druids because of the spirit. While this is still good for other healers; they may opt for Signet of the Kirin Tor instead, particularly holy paladins.

Cost is 8000g at neutral, going down to 6400g at exalted.

Just to clear up the above comment, this is clearly the best of these rings for a holy specced priest. A disc priest would be looking at the crit ring though.

At Exalted, this ring appears to be priced at 6800 (not 6400 as stated in an earlier comment).

As a resto/boomkin druid, I swap between specs now and again. I'm only going to buy ONE out of this and "Signet of the Kirin Tor". So which one?

Well, the +36 spirit is +6 healing in tree form, and a good chunk of regen. But a bit of haste and crit isn't a terrible thing as a healer, and the Signet is obviously better for Boomkin.

So out of the two rings, the Signet seems a bit more versatile for those of us who do a bit of both.

I love this ring. I had been saving for an epic mount for my alt, but instead purchased this ring. I replaced my Lion's Head Ring http://www.wowhead.com/?item=43180 with this. If you do not run naxx or 25 man runs often this is the only epic ring for a resto druid. My guild is just now reaching the point of having 2 groups running 10 man naxx so I may have another option soon if I get lucky on drops/rolls. Also the use ability is on a seperate cool down from your hearth stone and you get an achievement. I am sooo broke...

Actually, it's sold for 6800 gold at exalted, not 6400.

And it's great for holy priests too. They love spirit.
For instance: 100 Spirit = 25-30 spellpower & 25-30 MP5.
(In itemlevel-200-gear.)

Assuming that the reputation discounts on wowwiki are correct:

Neutral = 8500g
Friendly (-5%)= 8075g
Honored (-10%)= 7650g
Revered (-15%)= 7225g
Exalted (-20%)= 6800g

As of the first PTR build for 3.1.0:
Upgraded versions of the rings from the Kirin Tor can be bought for the price of the original ring + 1000 gold.

From that description I would assume that means you trade 1000g + your original ring to recieved the udgraded version (ie losing the original ring in the process), rather than paying the cost of the original ring (6800g @ exalted) + 1000g.

Based on that screenshot, by upgrading you will gain:

+ 6 Stamina
+ 4 Int
+ 2 Spirit
+ 7 Spell Power
+ 4 MP5

I'm the proud owner of this ring, however I'm not sure I could justify an additional 1000g for what I would consider a minor upgrade. If you're focused on upgrades then you will probably get far better value focusing on enchanting upgrades.

This ring is a good example of wacky resto druid itemization.

Crit and Haste are wasted on a Resto druid. The only 'optional' caster stats we can meaningfully benefit from are Spirit and Mp5.

Epic level caster gear which does not waste itemization on Hit, Haste, or Crit is very rare among epics. This perfectly statted ring is best-in-slot for Resto Druids.

I as a Resto druid myself prefer Band of Channeled Magic and Lost Jewel.

I own both of the rings and have the money to buy the Loop but the Spellpower you lose makes it not worth buying it.

The stat changes I could get would be:
Without "Band of Channeled Magic":
+7 Stamina
- 7 Intellect
+4 Spirit
-43 Haste
+11 Mp5
-6 Spellpower
+1 Dalaranport ;D

I myself don't oom in any encounter so i don't care about Mp5 or Spirit. Spirit is a very small Spellpower boost but 4 Spirit make about half a Spellpower.
Haste is good to keep up with the healing if you support your grouphealers.
Int is just better if it comes to Manaregeneration (Replenish is imba).

Without "Lost Jewel":
+4 Stamina
-4 Intellect
-1 Spirit
-42 Critical Strike Rating
+11 Mp5
-6 Spellpower
+1 Dalaranport ;D

It's the same here. The Loop would mean a Spellpower and Intellect loss to me.
Critrating and Mp5 are wasted for me anyway so I don't care.

As you see, the only real benefit you have is Manareg and Stamina. Both are stats which you don't need if you have passed some of the current raidcontent.

Those who highly value the Dalaran port on these rings should keep in mind that hearth cooldown will be 30 mins in patch 3.1, whereas it seems that the cooldown even on the new rings will still be 1 hour.

Resto shaman comments:

8000g is a lot to unload for a single epic. Well I'm just a resto shaman and although it's close to the top on maxdps, I can upgrade many other slots much more quickly. However, I do raid a lot and have a lot of options unlike some people. If someone's not huge into raiding and they farm the heck out of Northrend, it's probably a great choice.

If anyone was wondering, the signet and the loop share a hearth cooldown. If you are looking for an extra hearth, buying both rings is pointless.
