The quest is not really to get this card as a reward for completing a quest, but to turn it in at the Darkmoon Fair with the rest of the deck to get the trinket.

This card and others like it are made with Inscription through 暗月北地卡片.

As of patch 5.0, the reagents are 1 轻羊皮纸, 1 永恒生命, and 6 落雪墨水. The ink is a rare mill from Wrath herbs or can be purchased for 10 梦幻墨水 per 落雪墨水 from an ink vendor.

This will get you 1 暗月北地卡片, which turns into 1 random card from one of the following 4 Wrath Darkmoon decks:

混乱套牌 which turns into 暗月卡片：狂暴！
棱镜套牌 which turns into 暗月卡片：幻象
死灵套牌 which turns into 暗月卡片：死亡
高尚套牌 which turns into one of the 4 Greatness cards

You need all 8 of the cards from a deck together for a turn in.
