This quest will not allow you access to the Darkmoon Faire buffs.
You do not need to be a scribe to use the deck, just to make it.

The deck summons the fortune teller once, and only so you can hand in your quest. After you have completed the quest, the deck disappears from your inventory like any ordinary quest item would, and you receive your reward of choice.
Since you can summon the Darkmoon Fortune Teller, you don't need to wait for the Darkmoon Faire, nor go to one if it is in town. You just do it wherever and whenever you feel like.

This quest currently requires lvl.10, and the rewards are aimed at that level range.

This item works like Archmage Vargoth's Staff. Only that it has a 1 sec casting time and a 5 min CD.

I had a little trouble finding a quick reference to the ink required for the Rogues Deck cards.
Mysterious Tarot is the name of the Inscription spell that makes a random Rogue card (Ace, Two, Three).
Hunter's Ink (requires Verdant Pigment x1)
Midnight Ink (requires Dusty Pigment x2)

Clearing things up a bit for the reputation farmers.

The quest these provide reward 25 reputation with Darkmoon Faire.
These decks can be turned in at any time, you do not need to be at the Faire or wait until it's active. It's also repeatable forever.
Depending on your servers economy, these decks might be cheaper to spend gold on compared to "proper" decks (IE. Nobles Deck, Portals Deck etc). They should cost no more then 20g to buy premade, making them yourself might bring the price down alot.
There is no CD on making the cards, however they don't auto stack in your bag if you craft in bulk.
If you plan to craft alot of these for the Darkmoon reputation, keep an eye out for: Swiftthistle, Bruiseweed, Stranglekelp, Briarthorn, Mageroyal, Hunter's Ink and Verdant Pigment.

as of 4.3 you can gain Darkmoon faire reputation from (daily) quests at the new Darkmoon faire. (so using these cards to gain rep is pretty much a waste of time).

NOTE - I just figured out a way to avoid the 5 minute CD on this!
1. Accept Quest.
2. Summon Her.
3.Take Reward.
4. Accept Quest AGAIN.
5.Click her and Take award again.
6. Repeat and completely ignore CD until she's gone! (you can get a friend to re-summon her for you!)

For alternate twinking (1-10) this is very good.
I use the different types of 暗月胸甲 for tanking/dps
of the Soldier (+3 Str + 3 Stam and +3 Critical) is the best for tanking
of Power (+12 AP) is good for DPSing
Mixed with 杀手的指环 is gives a 9% critical strike chance just @ level 10
