Right now with 51 points in frost and reduced cooldowns and increased WE life talents I'm at a 2mins 24second cooldown on WE and a 50 second duration. With this glyph I'm at 1min 54 sec CD with a 50 second duration. So after your first WE you only have to wait a minute and 4 seconds for your next one. Sounds OP as it stands due to the fact in 4 minutes I can have 3 WE lasting for about 3 of those 4 minutes as long as I can wait for the first CD to come back up.

Just worth noting if you're like me and spent a good hour sharting hammers looking for this inscription.

You CANNOT get this inscription until WotLK proper comes out and scribes can go off and train it.

Hi i just discovered this and as far as i know im the only one who knows it on alliance side atm, was wondering how much this would go for? Cause it is a damn good frost mage glyph but i just picked up inscription like yesterday so im not in on all the prices for stuff yet. Any help would be awesome thanks!

He was actually correct, here is a quote from the PTR 3.3

Glyph of Eternal Water: This glyph allows for a summoned Water Elemental to last indefinitely, but it can no longer cast Freeze.

Furthermore, GC said this recently:

...We still want to do some Frost changes for 3.3 though. The Elemental glyph will probably stay

As of 4.0.1 Glyph of Water elemental's Item ID got replaced by Glyph of Dragon's breath, so don't be surprised that most of the comments are regarding Water Elementals here

This reduces the cooldown to 17 seconds. The ability lasts 5 seconds. CC's DR for 15 seconds after they end. So if it lasts the full duration, using it again on the same target in the 3 seconds this glyph gives you will make it DR. However, if the breath is broken early, you can make use of this without it DR'ing.

Since this Dragon's Breath' ID is taken by Spellsteal glyph in MoP, I would like to express my hope that there would be a hidden ICD or just a CD on Spellsteal. Getting 10% max health from one spellsteal in PvP is insane. Although it costs some mana, it's a sick way of getting above execute-point or just keeping health up during BGs. In arenas it will depend on the comp. Buffless comps like shammy+physical will be bad against a mage, but some paladin+priest will mean that a mage can spellsteal 2 targets for 2+ buffs, guaranteeing 40%+ hp in no time.

In Mists of Pandaria this glyph has changed.

OLD: Glyph of Dragon's Breath - Reduces the cooldown of your Dragon's Breath by 3 sec.
NEW: Glyph of Spellsteal - Spellsteal now also heals you for 3% of your maximum health when it successfully steals a spell.
