You're thinking of the Commander's Badge (http://www.wowhead.com/?item=32864) which you receive from a quest once you attain revered status. I believe the quest is named "Hail, Commander!"

The dragon never gets better but at Honored u can use the trinket outside of Shadowmoon Valley and at Revered it gains 45 stamina.
