While the itemization on this piece of armor is questionable (mp5... booo!), it is still one of the strongest "old" pieces to use for completing the 4 piece set, along with the bracers, boots and belt from SWP. This is because the loss of DPS stats is smaller, compared to what you would lose by going away from the "best-in-slot" item in another item slot.

If you do not have the bracers, boots and belt, you are better off wearing Shoulderpads of the Stranger, Shoulders of the Hidden Predator or Mantle of Darkness until you have a chance to pick them up.

According to Lootrank & Elitist Jerks AEP numbers for SWP, these fall slightly higher than Pauldrons of Primal Fury, by about 3 points. However, Lootrank does not account for the 4-piece bonus. With the bonus, these shoulders weigh in 10 points below Mantle of the Golden Forest. That in consideration, these will only fall 18 points short of best-in-slot, which I don't feel is significant enough -- Should account for less than a 1% DPS Decrease.
