Although it does not show up here, these legs as of patch 2.0.10 have a level requirement of 60. This makes them very rare as they are a quest item with a level requirement.

As a balance druid, I am debating whether to go with this or the cloth pants as my reward. This kilt has the same stats except for armor and the trousers, on my female night elf, look verrryy sexy...the debate continues of function or form.
