very nice for a mage and quite easy to obtain, would recommend this one to everyone that hasn't got the option of getting kara/better loot.

"Quite easy to obtain"? Unless they nerfed Heroic Shaffar a lot, it isn't, not really. Especially not since you have to get past Heroic Pandemonius to even get to him.

There are several good bracers that are easier to obtain and equivalent or superior:

Shattrath Wraps (quested) - +30 spelldamage when socketed with a Runed Living Ruby
Arcanium Signet Bands (Hungarfen, Heroic Underbog) - +30 spelldamage, though why anybody would go for them is beyond me when they could get the above ones more easily
Crimson Bracers of Gloom (Omor the Unscarred, Heroic Ramparts) - +22 spelldamage, +12 spellhit; good if you're short on +hit
Bracers of Havok (crafted) - +39 spelldamage when socketed with a Runed Living Ruby, though depending on your class you might want to dump a Potent Noble Topaz in the socket and get a total of +35 spelldamage +6 spellcrit rating
Crystalweave Bracers (BoE from the Shartuul event - might well be found on the AH) - depending on how these are socketed, they're either +34 spelldamage +12 spellcrit rating (Runed Living Ruby) or +30 spelldamage +16 spellcrit rating (Potent Noble Topaz)

Which of the above you would want to use largely depends on what class you are (for instance, for a shadowpriest, and I would think for an affliction lock as well though I'm not an expert on the class, spellcrit is almost entirely useless and vastly inferior to spelldamage) and on what situation you find yourself in (whether you're at the spellhit cap or not, whether you even care about the spellhit cap).

Either way, all of the above (with the potential exception of Crimson Bracers of Gloom if you don't care about +spellhit, but the +spellhit is what they're for) are better and easier to obtain than Bands of Negation.

At this level of itemization, high stats (stamina especially) should be the least of your concerns. If you PVP, get PVP gear, it'll also have other helpful stats (resilience); for PVE, your health largely won't matter until much later in the content ladder (MH/BT), except in isolated situations; enough intellect is found on the items I mentioned to get you by anyway.
