This looks like an upgrade for the Libram of Fervor already in the game (http://www.wowhead.com/?item=23203), only it's a Honor Hold reputation item in Burning Crusade, making it much easier to obtain than the world-drop Fervor Libram. Neat!

To obtain this, you must do Hellfire PvP by capturing the towers. This Libram costs 15 honor tokens off of the Alliance Field Scout in Zangermarsh. It is certainly worth the tokens!

It is sad but for a spell damage focused paladin this is still the single best libram there is in the game for doing damage. As long as you can have Judgment of the Crusader up it will add more damage than anything else.

Hopefully they will add an epic version of this item some day. :)
