I too have a hard time choosing between Timewarden's Leggings and Greaves of the Shatterer. I think when it comes down to it, it depends on what you need for your specific character.

A week ago I said the pants depends on what your character needs. Let me explain why I choose to wear the Shatterer. When pitted against the Timewarden's Leggings I think the Greaves of the Shatterer are better. Here is why. The + 25 Str. on the Shatterer is what I like. IMO, I'd give up the + 20 stam. for + 20 str. anyday. If it's + 20 stam. you want, eat some buff food and gain Well Fed bonus. Also, if it's the 11 dodge rating you want from the Timewarden's Leggings, slap a +8 dodge rating red gem into the Shatterer and you're ready to dance, what does the +3 dodge rating difference really do? To me, I am + Str. biased so I like the +25 str. bonus. The Shatterer also matches what I wear better! Looks > Function!

I'm currently using the Felsteel Leggings withe full +12 socketed gems with a LW patch that gives them the Stam and Agilty bonus. After all is said and done, the Felsteel leggings give +105 Stam bonus... for tanking, why would someone choose these over the Felsteel Leggings??

The shoulders, Fanblade Pauldrons - Shirrak the Dead Watcher in Auchenai Crypts (Heroic).
The chest, Jade-Skull Breastplate drops from Nethermancer Sepethrea in The Mechanar.
The gloves, Thatia's Self-Correcting Gauntlets drops from Dalliah the Doomsayer in The Arcatraz.
The wrists, Vambraces of Daring drops from Chest after Nazan/Vazruden in Hellfire Ramparts (Heroic).
The belt, Girdle of the Immovable drops from Quagmirran in Slave Pens (Heroic).

Has anyone managed to get this item recently? Since 5.0.4 at least? I've killed this boss over 50 times, he's dropped everything except the pants.

The drop for this item is such BS it took me 36 attemps to get it in drop!

After to many attempts at these pants I submitted a ticket to a GM asking if the drop rate had been lowered. He let me know that they hadn't. I also happened to get them to drop while I waited for a response.

I've gotten over 800 netherweave cloth trying to get these leggings. The darn helm from this set drops almost every time, but the greaves just don't want to drop!

If you are not a warrior (I'm a pally) you can equip these, but they by default may not show on the loot table in the in-game dungeon journal (Shift+J). If you push the button that says "gear filter" and change the class to "all classes" the pants will show on the loot table.

Don't worry he still drops them, I got mine today on the 7th run, Jan 22, 2017.

Greaves do still drop it is low but I managed to get them after about 8 runs
keep grinding they will drop eventually.
