This just dropped for me two days ago off of an ogre in Blade's Edge Mountains. However, the mats don't match. The actual mats as listed in-game are:

Hardened Adamantite Bar (5)
Primal Might (8)
Primal Nether (2)

Dropped while i was farming for primal mana's in southern Netherstorm. This plan is a rare drop, so i was very lucky to have picked it up.

Dropped off of a Skettis Soulcaller while farming Skyguard rep. Haven't seen one of these in a very long time. So it is still out there for any other completionist out there.

Dropped from one of the elementals at the Elemental Plateau in Nagrand for me just now. You can farm motes (primals sell for a lot) and this at the same time.

The following Blacksmithing weapons are said to have recipes in Coilskar Chest . The drop rate for these items are frustratingly small. So small it might not be worth the time for farm here. Instead, allow me to suggest BC Raids and Heroic Dungeons. It also seems to have an increased drop rate from rare elites in the BC areas. But, it is important to note that ALL BC mobs can potentially drop these plans.

Dirge is taught by Dirge Plans

Eternium Runed Blade is taught by Eternium Runed Blade Plans

Fel Edged Battleaxe is taught by Fel Edged Battleaxe Plans

Fel Hardened Maul is taught by Fel Hardened Maul Plans

Felsteel Longblade is taught by Felsteel Longblade Plans
