Obtainable during Children's Week. Were you help out the Orphan child who follows you around, more like stumbles, and you do a few quests for. Then you turn the child in and gain your reward.

Children's Week comes around the first or second week of May, as a seasonal thing in World of Warcraft.

To start the quest is at the orphan shelter in the Valley of Honor for Horde, or at the Cathedral for alliance.

After completing the task for the child, return the whistle to the Orphan Matron to recieve your award of the following:

I saw a gnome mage in Shattrath today herding around 50 of these. I'm not sure EXACTLY how many there were, but there were a lot of them. More than the one you can get.

Does anybdoy know how he did this? I'm quite confused.

May 2017. A reward from a short quest chain. Being a mage helps.
1. Go to this nice lady for Children's Week.
2. Summon your orphan to start three quests.
2a. Malfurion Has Returned!. Quick trip to Darnassus.
2b. Cruisin' the Chasm. Quick trip to Westfall. I didn't know I could drive a chopper that well.
2c. The Biggest Diamond Ever!. Quick visit to Ironforge.
Two more quests open up.
3a. You Scream, I Scream.... The vendor is outside the inn next to the mage tower in Stormwind.
3b. Let's Go Fly a Kite. The gnome vendor keeps pushing his wheelbarrow along the waterfront around the Trade District in Stormwind. He got two new toys for me, which are available only during Children's Week!

Finally the last quest to choose your reward: A Warden of the Alliance.
Rewards:
Piglet's Collar gives Mr. Wiggles.
Turtle Box gives Speedy.
Rat Cage gives Whiskers the Rat.
Snail Shell gives Scooter the Snail.
Pet Care Package gives various consumables, which are a bit useful for pet tamers.
The bag Curmudgeon's Payoff, which contains 5 gold.

Now go to Shattrath to Orphan Matron Mercy to do her quests that reward Veteran Nanny.

Starting off in Orgrimmar in The Drag you speak to 孤儿监护员巴特维尔 and receive the quest 儿童周 /way 58, 57.2
use 兽人孤儿哨 to summon your Orcish Orphan turn in the quest and pick up the others.

女妖之王 Undercity Summon orphan in front of 希尔瓦娜斯·风行者 /way 56.3, 91
Undercity Entrance to 希尔瓦娜斯·风行者 /way 52.4, 63.9

乘坐火箭车 Ride the rocket with your orphan summoned out in Azshara /way 50.5, 74
逝去的酋长 East of Thunderbluff at the Red rocks in Mulgore /way 60.8, 23
Once you complete the above three quests you will pick up two more

我们去放风筝 buy 双人风筝龙 from 布雷克斯·瓶装火箭 in the Drag he is walking back in forth with a cart
你吃一口，我吃一口…… buy 冰锥甜筒 off of 斯尼克斯·速冻 share with your orphan in Orgrimmar /way 58.5, 56

Lastly you will need to purchase 泡沫塑料剑架 from 布雷克斯·瓶装火箭 in The Drag in Orgrimmar for 部落孤儿的看护者
turn the quest in back to 孤儿监护员巴特维尔 right nearby

Finally once you turn in you will be able to pick one of these as a reward.
