The cards to make the deck are from random world drops and fishing. In The War Within you can not make the cards from inscription.

After 400 kills in the beta I got 6 random cards. Its a very small sample size but looks like you can get 1-2 cards from a random kill.
If you have the inscription specialization maxed out for the 暗月徽记：共生 you get an extra 50% chance to get more cards. If all 4 Sigils are maxed out you get a 200% chance.

The cards that i got are as follows:
1x 盎溢之五
2x 盎溢之一
1x 共生之七
1x 共生之六
1x 共生之五

This morning when I made two of these decks, at level 75, I was able to equip them. My ilvl went up appropriately. I was away for maybe six hours, came back, and now they have a minimum level of 80 and my ilvl dropped as if I have nothing equipped. I see no patch notes posted yet for this change.

Thank you blizzard..thank you in my and name of all us who did buy this trinket at lvl 70 for alts and spent thousants of thousants gold just to you change it from lvl 70 to 80 AFTER 3 DAY (That's exactly how long it takes to play with epic expansion).. and ty for all of us who didnt give you extra 30 euros so you can let these pre order bois take all poslible privileges.

There is a current bug I just found during Castle Nathria with this trinket. I'm on The Council of Blood, and when you get to the dance phase, do two or three of the moves they call, and then this trinket one shots you lol. I was literally at 100% health as a level 80 evoker. It scared me when it happened, and it's happened twice now so im removing it for this fight.
