The cards to make the deck are from random world drops and fishing. In The War Within you can not make the cards from inscription.

After 400 kills in the beta I got 6 random cards. Its a very small sample size but looks like you can get 1-2 cards from a random kill.
If you have the inscription specialization maxed out for the 暗月徽记：光辉 you get an extra 50% chance to get more cards. If all 4 Sigils are maxed out you get a 200% chance.

1x 共生之七
1x 共生之六
1x 共生之五

Bugged currently, as well as the embellishment. It always grants crit, even if other stats are higher.
