You can get it by finishing very obviously named Night Elf Heritage Armor storyline. Do not forget, that you acquire 卡多雷传统利刃 for the same quest. You must be an night elf character for starting this storyline.

There is silver-blue version of this set 套装：阿梅达希尔圣服, and you can get it as reward for 私人供奉 in the middle of Emerald Dream campaign on Dragon Isles. Check this guide for additional info.

This set suits Sinister Aspirant Alliance sets well for all types of armor, and you can mix different parts of these sets with heritage armor. You can buy all from Marshal Gabriel for 荣耀印记

There is much cooler upgraded versions (P M L C) of these outfits in game files, but unfortunately, there is no way to acquire them in the game (or atleast you can't do it right now). It seems to be an elite version of normal PvP set in Battle for Azeroth, but I'm not sure if it was properly implemented in game.

Also, as was mentioned by nilur, weapons from 军械：惊恶候选者的武器 for 80 荣耀印记 also match very well.
There are other similar night elf traditional like outfits and weapons among Darkshore Warfront rewards, you may want to check this guide.
