This item comes from watching a mage conjure a dessert under a specific circumstance:
PREPARATION
MAGE:
1.) Have Dragonflight Cooking and at least one Dragonflight dessert recipe learned (Tasty Hatchling Treat, Celebratory Cake, etc)
2.) Have a 大厨的出色擀面杖 equipped (blue version only)
*your rolling pin MUST have the tooltip stating that it can conjure desserts, if it doesn't you have to craft a new one
ENGINEER:
1.) Have Dragonflight Engineering learned and leveled to 50
2.) Have a 轻羊皮纸 and 墨水 in your bags

GETTING THE RECIPE
The mage and the engineer stand close to each other. The mage gets the Well Fed buff from any source of food, hopefully conjuring a dessert in the process. If the engineer is close enough, an emote will play in chat and the engineer will receive the recipe.

Note that if you are a mage who is also an engineer, you can learn the recipe by conjuring the item yourself, as long as you have the ink and the parchment in your bags.

It looks like the easiest dessert recipes to obtain are:

食谱：可口的幼雏点心 looted in a barrel in Valdrakken behind the Whelp Daycare (/way 9.54 56.1) or
食谱：卷筒雪 looted from a scroll in Azure Span (/way The Azure Span:Dragon Isles 58.0 42.0 Snow Covered Scroll)

Your mage does not actually have to cook the recipes. Obtaining the well fed buff with the splendid rolling pin equipped will conjure the food (see Dusklight's comment for more details).

What I've found is the mage needs to have a desert buff on before they get their well fed buff (from a normal well fed buff food).

**Thank you to everyone who was patient and polite while I was offering to make this recipe; unfortunately I wasn't on much during the holidays and due to some abuse I will not be volunteering my account info for this recipe anymore. I had the materials on me while eating at the Pilgrim's bounty table, and somehow got it. Might be because of the people eating or passing the food next to me.

I'm told there is a somewhat nasty bug on this. Apparently this can proc aggro and pull. My mage friend who is also an engineer, and has gotten the recipe, has it continue to proc this every time he eats. He has gotten kicked from raids for pulling the boss when get gets a food buff. He's continuing to test the precise circumstances, but he might have to unequip his rolling pin in instances.

i tried opening 2 instances of wow and my engineer was standing there when my mage logged in. well fed procced rocks on the rocks food and i saw some glow and movement on my engineer. when i logged to my engineer, 1 engineer's ink and light parchment in my bags was used, but the portable party platter is still showing as unlearned. disabling addons for both characters did help my potato attempt this

edit: i feel foolish lol. the schematic was in my engineer's bags but w/o the bagnon addon running i can't find anything.

BTW my mage is at 29 cooking and it was fine

If you're willing to create a second unfunded WoW license, you can use a Starter Edition mage character to proc the effect to teach the schematic to an engineer on your main account using very low-intensity multiboxing. It's easier if you can get a mage to help with this, but this works. I did this primarily to see if it could be done, and partly because I don't like asking for help.

How-to and Starter Edition restrictions to work around:

Roll up the Starter character in the same faction and server as the engineer main you're trying to help. (Possibly not necessary, but I distrust how complete and reliable Blizzard's implementation of cross-function and cross-server are.)
You'll need to get into Dragon Isles leveling after completing the starter experience.
Level up to Starter Edition max (level 20).
Learn vanilla cooking and level it up to the point where you can learn low-level "Well Fed" food. That's right, the proc can happen with old-school food. I procced it repeatedly using 香辣狼肉. This is important because your character will be too low level to eat DragonFlight well-fed food. Make sure you cook up a small stack of your chosen lowbie well-fed food before proceeding.
The starter character will have to be its own DF scribe to make its own 大厨的出色擀面杖. You can't take part in the Profession Order system. Learn and level DF Inscription to max skill (100). You're going to need all the skill you can get to attain R5 rolling pin.
You'll have to funnel all money and materials needed by the Starter character through the Warband bank. And yes, this includes the annoying fact that you'll have to log completely out of one account and into another to use the WBB between the two licenses.
Your Starter character will need to grab all the Inscription specialization points it can. If your main has gotten sufficient reputation with DF factions, you can buy (or are outright given) tens of points by assorted quartermasters, and there are tens of points more out there in specialization point treasures, but you'll only be able to access the normal "overworld" ones because both the Emerald Dream and Zaralek Caverns aren't available to a lowbie.
6 specialization points (two treasures) are in the Cobalt Assembly in Azure Span, which is a max-level zone. When you land to loot, you will be attacked. Invisibility will allow you to approach and begin looting; you may succeed before getting hit. Good luck.
Put your spec points toward firewalling your skill in profession tools. You need to reach at least R4 natively so that you can use Concentration to get to R5.
Build and equip your R5 blue rolling pin. (R3 materials will almost certainly be necessary.) Make sure the resulting rolling pin has the extra tooltip about conjuring a dessert.
Learn DF cooking and level it high enough that you'll be able to learn a qualifying dessert recipe.
Pick up 食谱：可口的幼雏点心 from the barrel in Valdrakken and learn it. This will be the the dessert you proc.
Make sure the engineer on the main account has the ink and paper needed to create the schematic.
Multibox start both accounts. Send a party invite from main to starter and accept on starter.
This may not be necessary, but I put the party into Party Sync mode.
Have the main queue for a Follower Dungeon. Using a dungeon seems to be the only way to put both the starter and the main into the same phase in the same place. Set role and accept on both toons. You'll find both characters in the "lobby" of the chosen dungeon.
Have the starter eat the lowbie well-fed food. When "Well Fed" triggers, the dessert will proc and your engineer will create the schematic. Grats.
