As of this writing,

Buff: 提神孢子雾
3-stars grants 414 stat to a friendly player based on their highest secondary.
It will not proc outside of combat.
It will not buff the user themself.
The buff duration can overwrite itself (i.e. no discernable ICD).
The buff can be on multiple friendlies at the same time.
The target does not have to be injured to receive the buff.
The buff can proc off of ticks from periodic heals like 恢复 or Primordial Stones (e.g. 狂野灵魂之石), or from 救赎 healing.
Details! currently doesn't track this buff's uptime, so it's hard to tell whether Wowhead's "5 PPM" is accurate across multiple friendlies.
Further testing required to see if it procs on friendlies outside of your party/raid while in combat.

Update 2023-05-17:

The target does not have to be in your party or raid to receive the buff.
I observed roughly 4-5 PPM, with a 70-80% cumulative uptime during raid fights, across all targets.

Does anyone know if this enchant can proc without having actively targeted a friendly player before casting a healing spell? I use the addon VuhDo whenever playing my Mistweaver, and have never bothered enabling the "Target unit" option (which reads: "Check this to target the unit you are healing at the same time."). I find myself basically only targeting hostile enemies so that I can keep up with my DPS rotation, which is an essential part of playing Mistweaver.

Sorry if this has been discussed somewhere already...I have yet to come across any clear answer.

For info, this uses the Enchantment - Earthen specialization for +skill and finishing reagent unlock.
