While it doesn't say it in the tooltip, this does in fact make the item soulbound, just like a titan training matrix. Therefore you can't use it to make 408 BOEs to sell or trade to alts.

You should be able to get non-enchanted Whelpling crest ingredients (雏龙的暗影烈焰纹章) fairly easily as they spurt out of treasures, weeklies, LFG heroics/LFR, all manner of WQs, etc.

There is another option for blues (non-spark crafts) is the 泰坦训练矩阵 V from flightstones-only (with a max ilvl of 395) if for whatever reason you're limited on crests though!

This Enchanted Crest is hands down one of more accessible items in mid-expansion gearing we've ever had.

You can get (up to) 408 on anything except one ring and trinkets.
Does not require insanely expensive items to make: at least no 龙晶.
Its limited reagant, 雏龙的暗影烈焰纹章, is far from limited as 雏龙的暗影烈焰纹章碎片 is obtained from most non-instanced content.
Whilst it may be enticing to use 雏龙的暗影烈焰纹章 for upgrading, if you craft one 408 it's more efficient than upgrading twice from 402!

Tl;dr, once you've done a trip through Zaralek on an alt, send out orders for 12 of these and then 12 orders for gear (13 for dual wielders). Use the quest trinkets to accompany the crafted set, and you start with an easy ~408 set. As for the only missing piece, the second ring: if you want to invest a minute or ten, get the 缟玛瑙环箍 with your best Primordial Stones. Whilst it isn't BiS for all classes, it's a good stepping stone if you're just starting to gear.
