You can purchase this for 2000x 元素涌流 from 传记守护者阿谢赫 in Morqut Village in the post-storm Forbidden Reach. When you use it, it will apply 占卜精华 until Daily reset.

Ancestral Spirits will send you whispers when one of the regular Rares (that you didn't kill that day) spawns in the zone. i.E.
"She serves the call of the deep..."
"The ancient ones are ever watchful..."
"The great dragon rules the peak..."

IMHO this purchase is absolutely not worth the Elemental Overflow costs, because these Rares are always shown with the standard vignette and Rare Scan AddOns will alert you properly. (on PTR that even happened without them being killed in-between and was annoying ;-) )

Well, let me tell you a thing... it is.
So are the oth er ite ms you can buy for 2k from the various vendors.

Also, this thing is pretty useful, you will randomly get a whisper from ancestral spirit as he shows up on a map, he stays there for a while after which a rare spawns.
This can also give you enough time to get there, no longer flying in just to see the rare drop dead seconds before you could even get a hit in.

Edit: Seems like rares can now be farmed and the whispers don't stop after you kill one for the day, making this even more useful, also some more info:

You pay 2k overflow for having a massive advantage for the rest of the day.
Really useful when going for this achievement.
You get a whisper from Ancestral Spirit, roughly describing who or what just spawned.
You also get a mark on your map, and two minutes to get there.
Sure, there are addons like rarescanner, but that will always tell you after it spawns, making it inferior to this.
Overflow is so abundant these days anyways, buy this and you will never miss out on that rare you want.

worth noting here, once you have killed a rare for the day, it doesn't whisper you any more.

So you get around an hour or two worth of use which is fine, but if you kill a dozen rares and suddenly you think nothing is spawning any more, it's just that the buff won't notify you any more about most of the rares, and it doesn't mention anything about any of the profession item rares either. Things are still popping across the map, you just don't get the map notification or the chat notification.

This item seems to changed as of 28th March. The whisper does not stop, and I was able to repeatedly kill and loot the same boss multiple times on the same day.

The spirit hangs around with a 2 min timer until the rare spawns

This is one of the most useful things to be added since the Flightmaster's Whistle. This could not be MORE worth it starting out on the isle and needing keys.
While it is active, the vignettes pop up 2 minutes before the mobs spawns too. AMAZING.
As of Tuesday, March 28, whispers are happening after first kill, and rekilled mobs are dropping loot again
