What boss drops this ?

BOE drop in Aberrus, the Shadowed Crucible. It comes in multiple item levels as well.

Upgrade the veteran version ( 402 ) to 415 will also get normal appearance.

Anybody else seeing "you have not collected this appearance" all while wearing them? They're also not showing up at a transmog in "appearances".

Hilarious to me that the raid finder version looks way better than the normal, heroic and mythic versions
