From the discussion on the minor run speed itself - It doesn't stack with any other enchant or item that provides run speed increase (exception: The Runeblade of Baron Rivendare, an extremely rare sword).

It doesn't stack with any talented run speed increase either, as all of those specifically state they don't stack with any other effect.

~~As of 6.0.2, this along with other movement speed increasing items such as 土灵虚鳞长靴 and enchants (+speed on Cloak/boots) do now stack additively. More info.~~

Just kidding! Nerfed in 6.1 to no longer stack past 10% unless you have +speed stat gear, was fun for the short period it lasted.

Update: although the run speed of these boots and run speed enchants on boots no longer affect your run speed any more, actually, the solitary run-speed enchant 初级速度 oddly does give you +10% run speed now whereas none of the other boot enchants with stat values do.

Hooray for a more transparent, intuitive movement speed bonus system.
