What is speed? Increasing movement speed by 200 doesn't make sense.

I enchanted both by cloak with 公式：附魔披风 - 思乡之速 and this enchant for 275 speed or 5.5%. With guild perk 骑乘加速 it provided no benefit what so ever that I can see. 骑手的自信 seems to be another enchant doing exactly the same thing. If you aren't in a guild these might be handy but for the 99% of us that are these seem useless to me.

I Found Veeno In the wakening shores, but he is just a trainer for enchanter and does not sell the item required to obtain this scroll for achievement.

For those who checked around on the site and came to this specific page, this NPC doesn't sell this anymore. Apparently this must have been one of those PTR vendors.
If you want the formula, go to Quartermaster Huseng at 60.35,37.72 in the Ohn'ahran Plains. It is locked behind something like renown 4 with the centaurs.
It sells for 50 dragon isles supplies.

Weirdly enough, this is only giving me 42 Speed at lvl 60 now in Dragonflight

This has been inexplicably nerfed from 250 Speed to 125 Speed as of a recent patch in War Within.
