So, it appears this only drops from 上古龙蛙 located in a cave at /way 77.26 22.12. This is ONE TIME PER CHARACTER RARE! Meaning it will only drop extra loot the first and ONLY kill per character. Hopefully you have a few alts standing by kill this thing, it only took me three attempts thankfully.

Ancient Hornswog about 30 second respawn timer. Acrosoth almost immediate respawn. Neither dropped club tail 4 me.

I guess people are downvoting "currently" because the Ancient Hornswog isn't the "only" way to get this- but- it's a very good way. I have a large amount of level 60s that have never even been to the dragon isles. They can take the zepp from org over, fly right over to Ancient Hornswog, and kill him. Doing so twice, I got two of the "rare drop" manuscripts, including this one. Highly recommend it!
