On the 10.0.7 PTR this is at last purchasable from the renown vendor, Murik, in Iskaara. I'm max renown on the character I tried purchasing it on so I can't say if it's locked behind a certain renown level like many other manuscripts. It costs 50 Dragon Isles Resources.

I just bought it for 50 resources from Norukk. Not sure what the requirements were.

Finally able to claim this from the quest Mounting Curiosity, i.e. the rewards from Iskaara Tuskarr Renown rank 7. Norukk also sells the manuscript if you have the required level of Renown.

It seems like if you bought Norukk's other wares before the patch, you're unable to buy this last one now that it has been made available. I've made a ticket about how to obtain this now, but I fear the answer will be "Do it on an alt" -.-'
