The tooltip for these runes is a bit of a mess on Wowhead, probably because the value scales with level.

Here are the base heal values at level 70:

Quality 3: 7,987 additional healing
Quality 2: 6,125 additional healing
Quality 1: 5,025 additional healing

Not listed here, but requires character level 61 to use. You can apply the rune to a lower level character's weapon, but it will show in red lettering on the weapon with the message "Enchantment Requires Level 61".

Selects random targets that you are healing, including yourself
If you tend to always heal yourself (e.g. group heals) then you will get more procs on yourself than allies overall
Proc chance is altered by haste
Will proc on full HP targets, losing you the proc to overhealing
Can crit based on your crit chance and crit healing (e.g. 振奋迸发)
Has a base PPM of 6. If you start out not healing, you will generate more procs later

Especially due to the unpredictable overhealing, this is not really worth it over the other best rune for your class.
It's also often more expensive than the other runes on the AH.
