From a totally raid-damage perspective, this cloak isn't as good as the Cloak of Consumption from hakkar. +1 hit is worth a fair bit more than 5 damage.

The extra stamina is nice for pvp though. and it has -yellow text- which is always a nice addition ^_- the skin it actually uses is nothing too impressive though

You can easily get enough hit from talents/other gear. This cloak is very nice, the stats makes up for the ZG cloak, and the fact this has an easier drop rate then consumption makes this ideal for any mage/warlock.

Only mages can get +16 hit without too much difficulty, because of the talent. Even then, You'd have to have Neltharion's Tear, ZG enchants, and other quality +hit gears to reach +16 hit without gimping yourself. Now that the +hit talent is getting a nerf in 2.0, Cloak of Consumption will still be better for bosses and Lv63 mobs, but otherwise this cloak wins.

Not much of an upgrade from the Cloak of Consuption. My guild only got 2 in 5-6 months of farming BWL so I would say if it drop go for it unless you have access to AQ40 and C'Thun.

It's Metallic and its looks threading is different than your average cloak or cape.
