Recolour of Warmongering Gladiator's Battle Staff (red and very similar, i.m.o.) and of Wild Gladiator's Battle Staff (blue).
They cost 5 Marks of Honor , which can be obtained from a variety of pvp related activities.
If you are a solo player, have an aversion to pvp or simply do not wish to ever engage in it, a passive way to acquire the currency is the Legion Order Hall mission A Good Dust Up - which gives 1 Mark of Honor as bonus reward if you exceed the 100% success chance. Aim for 200% success, if you can, for guaranteed bonus. The mission will appear in your order hall once you meet 2 conditions: completing one of the Warden Tower Assaults quests in Legion zones (which are technically pvp, but it's highly unlikely you will have to fight anyone there), and having 3 followers at level 45, 850 item level.
It shows up every two weeks and can be completed on as many alts as you have that meet the conditions for it to show up.

The reward is Battle Report and 1 mark of honor as bonus. Delete the Battle Report - to remove the quest which is auto-accepted; also, do not ever complete said quest, or the mission will never show up again.
It can be sent out and completed from the WoW Companion app.
