As someone who recently (last 7 days) camped the living hell out of these rares in Zereth Mortis (ZM) avoiding Dragonflight and the crowded-lagfest here are my findings:

1) I came for the mount that drops from 鲁弗，灭世饕餮者 (伊斯卡的噬渊鼠缰绳) but stayed for the transmogs
2) They respawn after someone kills a rare. Do not just wait AFK in the middle of the sand area, it won't speed up the process. Lvl 70s in blue/green gear can solo all the elites except 初诞者的守护者 (needs 2 to open the gate - btw send suggestion to blizzard to fix this to be soloable as ZM will be less and less crowded as time goes on) and 扎托金 (Lvl 70 cannot get 10 stacks of poison from the drones, so need lvl 60-65ish to do it). Respawn timer is about 1-2hour provided someone is constantly killing the rares. Longest i've seen was 12hrs on a dead shard. Shortest 50mins.
3) While cruising around the area killing rares I found new friends that are also camping the rares, each one for their own reasons. The rares drop genesis motes, cyphers, rep, transmogs, and latices for mounts/pets/ use addon Silverdragon-TomCatTours and Handynotes - Shadowlands to see what you want/need and which rares are up. cool weaps like 赛·拉兹的签名光剑?bonus=6935 will seem non-rare by the time you're done
4) Phasing sucks. 2 examples that mega triggered me: 1) Just killed Otaris as a 61 DK, slow and grindy kill (6+ mins) Saw the ''swirling sands'' zone announcement -> started heading there (from Otaris area), when I got there, nothing...No corpse, no players(I got phased!) 2) Camped 3 hours, it was about to spawn surely, then I got phased. I altf4 from rage.
How to deal with phasing? Find friends across different shards eg for EU realms Draenor-Silvermoon (2 shards), ArgentDawn-Hyjal (another 2shards) etc.
Use addon https://www.curseforge.com/wow/addons/raretracker-rt ( I used core/ZM module for less lag), this addon shows the shard number. eg 15. 14. 14503 etc. This is the ''CRZ'' instance you are in. Sometimes 2 chars on same realm can be on 2 different shards...so use this to your advantage to track kills. Invite each other, make custom groups, use legacy raids for cross-faction if you're feeling generous. cooperate. With 3 players on 3 shards you get 3 kills in 1-3 hours. *Insert stonks meme*
5) Park as many alts as possible in ZM to camp this, use the classes you want transmogs on. Eg. if you want 玛尔赞的跃动双镰 park a Hunter/Monk /Druid there. If you want 苏生者的迷醉指挥棒 park a dk/pala/warrior there etc
Level 60s who already have access to Korthia can use the direct skip to ZM without any questing as long as your main char completed the story to access it (speak to the Voice of the Abiter in middle of the Enclave and complete this quest 兵主的召唤 then click ''skip to ZM pocopoc" dialogue)
If your lvl 60 does not have access to ZM but you have done the threads of fate, and have the covenant spells, you can after reaching 60, head to ZM ,speak to the voice, then head to your covenant, do the introduction, get your soulbind, then you get send back to Oribos, use the skip to the Korthia from Bolvar and then you can also skip to ZM .
I do not have any info on new chars who never did SL content. sorry
6)Loot is not spec dependent, you can put enchancement on loot spec as shaman and get the caster staff. i or be protection spec paladin and get 2h mace.t's random class-based loot.
7) Open the treasures near the sands (渊誓补给宝箱) can drop 幽灵噬渊鼠之尾
8) Use 强化控制台 for char buffs to make life easier such as 专调词晶态球状体弹调词晶态球状体 etc
9) Dumping some raw spawn data from paper notes I haven't tossed out
