For some reason she wont sell it to you if you already have it.
But if you sell the ones you have and close the window and reopen it she will have it again so you can buy back the old ones and then buy a new pair.
I keep two so I can have different shards for raid and M+

It appears that if you sell this item, you can't get it back through item restoration.
