What is best is mostly up to spec and playstyle, but some items turn out to be better then other. This has been one of the best daggers ingame due to the +weapon skill, but in patch 2.0.1, the bonus from weapon skill have been nerfed.

Before it reduced the effect of an glancing hit, which you get when you hit mobs / bosses that are of a higher level then you. Since this made some blue items and early Molten Core items invaluable Blizzard changed it. Now it looks like this. (Quoted from 2.0.1 Patch notes)

Weapon Skill now does the following:
Weapon skill will no longer reduce the percentage damage lost due to glancing.
The player will gain 0.1% to their critical strike rating per weapon skill against monsters above their level.

This does quite heavily reduse the effect of the weapon skills and will affect the usefulness of the Human Racial (+5 sword/mace skill) and even weapons from Kel'thuzad. Blizzard will most likely have to change something. Since this is in many people's eyes a useless skill now.

Expertise is also a good asset!
