I've spent over 20 minutes testing this enchant with every single ability available on my Monk in each spec, and I haven't seen a single proc in my combat log. I would assume it's because of one of those three options:

It's simply bugged and somehow nobody has noticed;
It's disabled for Monks, since we don't have any damage-oriented spell caster specialization (Yes, I've tested it on Mistweaver as well);
Enchant description is vaguely written and by “additional” blizzard meant that it only procs off Shadow damage in the first place;

Pretty low proc chance , does around 473 damage at ilvl 194
expect it to proc around ~5 times on a mythic boss , does around 0.5% of overall damage
