You get 名望 by doing your Covenant Campaign and by doing two weekly quests:

I got mine after hitting renown 39 today. No anima required. Did a bit of Googling and apparently the anima purchase isn't needed any more and the mount is automatically gained when you hit renown 39.

I just received this after defeating the world boss Oranomonos the Everbranching in Ardenweald for the weekly purple WQ. Not my first time killing them.

Edit: I AM Renown 39. I'm not sure why I got it randomly after defeating the boss.

I just got it as a drop from the Lord Chamberlain in Sanctuary of Souls. My covenant is Maldraxxus so perhaps that was at work?
