Apparently these are in the game data but where never added to any loot tables or vendor. Has anyone actually gotten these to drop during the Exile's Reach starting zone?

As of Shadowlands pre-patch Blizzard "forgot" to add this boots as a quest reward in Exile's Reach. It's the only piece of the set that's missing and there's a small possibility that it will be added when Shadowlands is released.

The exact same boots is available elsewhere though. You can either find 悚然候选者的链甲马靴 in Supply Chests (approximately 1% drop rate) or craft/buy 荣誉争斗者的锁甲长靴, 惊恶争斗者的锁甲长靴 or 罪邪争斗者的锁甲长靴 from Battle For Azeroth Leatherworking.

As of a Recent patch (possibly the War Within Pre Patch?) These now are properly given during the tutorial.
