In order to unlock the recipes you have to hit 100 blacksmithing and progress through the campaign far enough to free the runecrafter's arm and get the 1250 soul ash quest. He will give you a quest to unlock the recipes off the trainer at that point.

Just to let you know, you do NOT want to use "create all" when training this stuff.

Let's say you're on Rank 1 have enough mats to create 20 but you're only 5 away from Rank 2. If you use Create All it will get you to Rank 2 but everything after that it will still create as Rank 1 (even though you'd think it would create Rank 2). Once you get to Rank 2 you want to stop creating and start creating with the new rank obviously, but it doesn't automatically work that way.

So again, do not use Create All if you're going to change Ranks in the process.
