If you are interested in buying this 385 item level item that will generate an item for your specialization, you need to visit Artisan Itanu (Alliance) or Finder Palta (Horde). He sells upgradable ilvl 385 items for 5 棱彩法力珍珠. He doesn't sell trinkets, necklaces, rings, weapons.

If you got your item from other sources or already have it, this guy Voidbinder Sturzah (Alliance) or Voidbinder Zorlan (Horde) will help you with upgrading it. Pricing for his services is rising with the item level of the upgraded item as following:

Azerite-slot equipment:

385 → 400 for 20 棱彩法力珍珠 (1.33 pearl per item level)
~~400 → 405 for 20 棱彩法力珍珠 (4 pearls per item level)~~
~~405 → 415 for 50 棱彩法力珍珠 (5 pearls per item level)~~
400 → 415 for 50 棱彩法力珍珠 (3.33 pearl per item level)

Other equipment:

385 → 400 for 20 棱彩法力珍珠 (1.33 pearl per item level)
400 → 405 for 10 棱彩法力珍珠 (2 pearls per item level)
405 → 410 for 15 棱彩法力珍珠 (3 pearls per item level)
410 → 415 for 25 棱彩法力珍珠 (5 pearls per item level)

It's good to plan which items you want to upgrade and which you want to farm by other ways because it's 220 pearls for one slot (225 if you want to buy the item too), and ~~90/95~~ 70/75 for azerite-slot equipment.

There are more items available for the pearls, which are sold by Artisan Okata. Basically a mount for 250 棱彩法力珍珠 and you need to be exalted, and some other stuff.

Good luck hunting those pearls.

You can proc different stats with the same armor slot. So it may be worth the 5 mana pearls to try again before you upgrade if you get stats that are less than desirable.

Edit: Also got a socket to proc on this piece and the legs so far.

Though it creates a nice item for your hands it is not good for cosmetic appearance so if you don't need to use them do not bother getting them.
