Drops from the Honorbound or 7th Legion paragon bag (at 10k rep after Exalted). Drops a flag on the ground. Received it on my Horde character and when I used it, it dropped a Horde flag. On my Alliance, it dropped an Alliance flag. 10 minute CD. EDIT: Once you have it on one toon, it can be used by any of your toons.

Seems to be broken since Shadowlands pre-patch, does it work for you?

**edit. Definitely fixed now and working great. Love using it in Ashran when Vol says "for the Horde" I pop this sucker down and my team says "For the Horde" back to Vol. Awesome. When I do this on Alliance side, I noticed their "For the Alliance!" doesn't sound as enthusiastic as the Horde one, which is a little depressing.
