I received one of these from doing an Island Expedition. I've done quite a few of these, and this is my first drop - so it appears these are (at least for now in Beta) relatively rare. There is a vendor across from the Island Expedition table named Alanaa who trades these for special items. My expectation is that these items will be consumed on use. But since the drop is for now pretty rare will want to receive a 2nd before I 'spend' it to try out one of these items.

I currently have 10 after 3 easy matches. I found a few on the ground in various places but they are also sometimes for completing quests on the islands. I got two bags with coins in them. First bag at 5 coins and second bag had 2 coins.

Anyone who's done some islands knows that sometimes at an island's completion you get a pouch, sack or satchel containing some dubloons, and other times you don't. If you're doing island expeditions over and over again to grind out the mount, toys and pets, it pays to take the time to search out the dubloons lying around on the island while you're out there. When I pug normal islands with strangers, I'm astonished when my fellow islanders nearly always ride right by them. However, my guildies and I usually do our islands together, and we've found the dubloon grind goes dramatically faster when you're getting 1-6 extra coins per expedition.
Dubloons show up in the same areas again and again. There are three golden dubs visible and clickable per normal or heroic island. Plus, RNG will decide whether you might get two dubloons to drop for you per coin pickup instead of one. So you could, at least in theory, walk away with six total from those three dubloons on the ground.
The most dubloons any of us have ever acquired this way on a single island has been five.
One of our guildies came up with the theory that any treasure chest or azerite crystal could instead spawn as a dubloon, and we later realized it's not just the treasure that can spawn as dubloons--they can also take the typical place of quest items, stun/extra damage items, buff shrines, or any type of food/drink. (Full credit to Boomvizzle!) After doing hundreds of expeditions this theory is all but confirmed. That said, there seem to be a particular bunch of places per island that they appear most often.
Unfortunately islands have no coords to go by, so I'm just going to describe the locations where we've found dubloons repeatedly. When I get around to it I will also submit some screenshots.
Everybody in the group has to be more or less in range to get a dubloon when it's picked up. We're not positive what the range is, no one wants to risk not getting dubs due to distance testing. But if you're spread too far apart you won't all get dubloons, so for this purpose it pays to stick more or less together, at least if you like the people you're islanding with.
I refer only to traversable areas here, so not like, for example, the entire upper quadrant of Molten Cay. When I say "the far upper northeast" of Molten Cay I mean like only halfway up the full map view.
Sometimes dubloons are located in shallow water (particularly in Un'gol Ruins) and I highly recommend going into Settings and turning your Shadow Quality down to low so you won't see the reflections of the leaves in the trees above in the water. This helps immensely with finding dubloons in the shallows.
Havenswood
-around any and all of the buildings to the south (not just on the ground by the walls but also in the cart only visible from one angle, by a tree near the bridge that has a lantern hanging from the branches, in the alleys between the buildings, seriously all over the place)
-on or around any of the piers
-around the house to the west near to the dock
-next to the remains of a curving shipwreck to the west (on the land directly across from the southernmost isle off the coast)
-in front of/around a building in the bridge-connected area to the north
-near that bridge-connected area there's a cart by the northern bridge coming away from that northern area
-near a wagon inwards a way from the western dock
-halfway between the northwest dock and the west dock, in the large wooden hull-wreckage of a ship
-by a tent in the campsite south of the northern bridged-off area
-on the southernmost isle, not only on the ground but also on the murloc platform
-across from the graveyard, in some pale grass near the waterfall
-on the banks of the little brook near the northern buildings
-by the outhouse by the little northern pier
-behind the tree and behind the house
-on a building's balcony
Jorundall
-outside the cave at the center of the island
-near the buildings and primitive shelters southwest of the central lake
-in the stone hall built into the hill in the northeast
-around the piers
Molten Cay
-by the L-shaped wall of ruins in the northwest part of the island
-in, outside, and around the cave in the northwest
-around the bridge over the lava area to either side, both next to the lava and lying around on the stone
-in front of and around the tall wall of ruins to the far upper northeast
-along the dirt paths
-in and around the ruins-interiors to the southeast
-in front of the skull-decoration wall outside the smaller building in the southeast
The Rotting Mire
-in front of or to either side of any of the wrecked ship hulls
-in the upper part of the wrecked ship hull on the southern central isle, on the deck or the railings
-next to the shipwreck on the southernmost, small central isle
-in the pirate-dense area in the center of the middle isle
-around the pirate campsite in the hollow by the water, kind of under a cliff overhang on the small, rounded central southern isle
-nestled in front of a tree on a small hill on a tiny mini-isle, so pinpoint small it's barely on the map, in the northeastern quadrant along the long northeast isle
-on the sand by the water and in the grass by a nearby tree on the southwestern beach edge of the small central southern isle
-in the shallow water
-around and on the looong dino skeleton in the southeast, often resting on the upper leg/pelvic bone, occasionally on the long lower leg bone
-rarely, around a beast skull and neck in half-submerged in a lagoon to the southwest
-underwater around the second island from the long dino skeleton skull
Skittering Hollow
-in the 'hollow' inward part of the island
-in or around any of the four caves
-in the middle of the dirt clearings around the caves
-along the coasts
-under random trees and near the ponds on the eastern side of the island

-in the cave near the westernmost part of the island, directly north of the L-shaped wall area
-outside the western cave
-near any of the wall/tree/rare/treasure combination areas in the northern area, and make sure you check on top of the low stone walls not just the ground
-in the little 'secret' ruins area to the west along the upward path that's to the right when you come out of the western cave
-underwater in the central lake
-perhaps sneakiest of all, in a patch of seaweed on the northeastern beach
Whispering Reef
-in any of the stone buildings and kaldorei ruins
-in the cave to the southwest
-around wrecked ship hulls all over the place, particularly the center of the northern half of the island
-on and around the murloc platforms to the northeast
-around and in the northeastern pond, sometimes all the way on the bottom of the pond, sometimes halfway down
-on the dirt bank of the horizontal inlet dividing the island into north and south, on the northern bank
-coast of the southeastern bay by the shipwreck
-due west from the top of the lima bean shaped pond in the southeast, on the ground in some grass, this one's tough to spot
-atop the flat-topped wooden posts in the northern half of the island
We've done heroic islands and have not seen any deviation from the standard three dubs per island norm. But we usually do normals, and every expedition starts off with us racing around the island looking for the dubloons that can be found not in a sack that might or might not drop at the end, but guaranteed fresh off the dirt, sand, wood or stone. If you make your islands into treasure hunts, your albatross/seahorse/toys grind will be done that much faster.

Getting these is such a terrible system. It's mostly based on the bags you get at the end ( usually 1 bag, but can be multiples). The bags will wildly vary as to how many dubloons are in them.
I've got several toons I've done these on, all approximately the same number of times and the total number of dubloons they have is hugely different. I've seen bags have as low as 2 or as high as in the 20's.
Badly designed system, and doubly so since the stupid currencies should be BOA.
