Although at first glance this may seem like a weaker version of Ceann-Ar Charger, there are a few things you have to remember about Rampage:

A. It hits its target 5 times per cast, each with the potential to crit.
~~B. In an AOE situation, it hits up to 25 times per cast (with 5+ targets) thanks to Meat Cleaver.~~
C. It is usually the first thing you cast after Battle Cry, for a guaranteed 30 rage refund with this legendary. ~~With 3+ targets, a Rampage cast during Battle Cry will refund more rage than it costs to cast, immediately refreshing your Frothing Berserker.~~
D. It is your big rage spender, meaning that rage gained from Valarjar Berserkers is very unlikely to be wasted / capped.

The biggest disadvantage of this legendary compared to Ceann-Ar Charger is that, at least with the current rotation, it essentially stops working during execute range since we stop casting Rampage (unless you have Massacre).

If this makes it to live in its current iteration (Equip: Rampage critical strikes generate 6 rage.) I would expect this to be a top-tier throughput legendary for any fight with more than one target, and somewhere in the top 3 (depending on your stats) for single-target.

Edit: The latest update to Valarjar Berserkers makes the rage gain only able to trigger on attacks against the primary target. It will most likely remain at least a top 3 legendary, and should pair very well with Ceann-Ar Charger since they each feed into themselves and each other (the extra rage gives more rampages/enrages, which give more rage, which gives more...).
