可爱的蓝裙子 is the old version, which is not available for transmogrification, but is equipable all year long, and is tradeable, so you can still find it on the Auction House.
This is the new version, and it's BoP. You can learn the appearance, but it's only available as a transmog source during the 情人节 holiday. However you can still equip it all year long if you drag it to your chest slot.
The source is the same as it was for the old one, it's just not listed yet: 可爱的裙装盒
