Some quick information on the itens of WoW's 13th Anniversary:

Azuregos, Lord Kazzak and a Dragon of Nightmare can be looted once per day.

The event runs through 11/16 to 11/30, so about 15 chances of getting that item.

The itens from the 13th WoW Anniversary Bosses can only drop for characters at or above level 60.

Despite the scalling, they were all originally lvl60 bosses.

The itens can be transmogged at lvl1.

Because of said scalling.

Some itens only drop for certain specs and classes.

野兽狂怒之锤, for example, only drops for Warriors if they are in Protection spec.
Be sure to look your specialization if you are targeting an item.

古铜色太阳镜 can be transmog for all characters in your account and presumably the entire year.

But you need to bind the item to yourself. Transmog it in the first character you brought and then it is unlock for your account.
