I haven't been able to confirm this but you should be able to get 20% more reputation if you use this in Draenor with a level 3 Trading Post 贸易协定.

Edit: Can confirm it doesn't work.

Does not seem to be affected by 货栈等级3 (if you use the item while on Draenor).

These +10% reputations buffs DO work, and can be combined if able:

耶！ from the Darkmoon carousel ride while Darkmoon Faire is in town.
无忧者 or 恐怖面容 bonfire buff available during Hallow's End
分享之魂 buff during Pilgrim's Bounty
