Does not seem to be affected by 货栈等级3 (if you use the item while on Draenor).

These +10% reputations buffs DO work, and can be combined if able:

耶！ from the Darkmoon carousel ride while Darkmoon Faire is in town.
无忧者 or 恐怖面容 bonfire buff available during Hallow's End
分享之魂 buff during Pilgrim's Bounty

After one of your characters gets to exalted with the Legion factions (such as Court of Farondis), that character starts to receive these BoA rep tokens, which can be sent to your alts.
