Just in case anyone was wondering.

If you save up all the rare fish you collected while trying to get your 幽光鱼竿, like me, don't it won't work. The text is not changed once you get the 幽光鱼竿.

It still says:

Use: Toss the fish back into the water, increasing Fishing skill by 5, up to a max of 800.

Only new rare fish will say:

Use: Toss the fish back into the water, granting 50 Artifact Power to your fishing artifact.

The best location that I found for Stormray pools with minimal mobs was the water east of Dreadwake Landing. If you travel south along the waterway you can easily fish multiple pools from the shore line, but heading north may require a raft to fish the pools. I started fishing these pools with the arcane lures...then obtained the moosehorn hook...I equipped it and obtained the Silverscale minnow which upon use allowed me to catch the Thundering Stormray:)...Good luck and have fun!
