290 herbalism skill required to pick it, tons and tons in Winterspring. Found mainly along the hilly areas, you will find Mountain Silversage as well.

I found the herb good for leveling up herbalism, but not much else. I think I got to 374 picking icecap (not exclusively, tho). Too bad you can make mana pots as good as major with outland herbs much more plentiful than dreamfoil.

atm im at 366, from just looting icecaps :)

This is a great choice to stock up for leveling Inscription or selling to those leveling Inscription. I find it's easier to gather good quantities of this than the other herbs in its Milling "group". :)

Info for herbalists & alchemists looking for the herbs
mountain silversage & icecap
also groms' blood

if you gather more toward the center(away from the edges of the map)
icecap seem to appear in pairs;
so if you see one icecap on the map, you will probably see another icecap nearby.

If you gather along the edge of the map or in mountainous areas,
you will find mountain silversage and a icecap paired up together.

Winterspring is a great place to find Mountain Silversage, and also Icecap. If you leave from Everlook and head west staying south of the road you'll find mostly Icecap. If you turn at Timbermaw and head back east staying north of the road you'll find more MSS. Take note that these are found mostly at the base of the mountains, hence the name. Following this route with my lvl 85 on a flying mount I gathered 55 in roughly the 15 mins or so it took to stop and gather. On that same route I had 94 Icecap. Both can be used to level Alchemy.

Would like to add that as of Shadowlands, the minimum skill level for this herb is about 265. If someone could verify that, I'd be grateful. I came to Winterspring at 250 and just started collecting and I didn't exactly pay attention to when I stopped collecting 冰盖草花瓣. In any case, it is no longer 290.
