This item will appear in your mailbox shortly after you've completed all of the quests in Nagrand and received 纳格兰旅人/纳格兰旅人. Here is the the attached mail text:

Amazing work commander! The Warsong
are crushed, the Highmaul are on the
defensive, and the outpost is well set up
for future forays in Nagrand. As per
usual I've sent out the scouts to dig up
any points of interest. This map includes
them all and you can decide what's
worth going after.

Upon right clicking the item, approximately 60 treasure locations are added to your Nagrand map. When visiting these locations, you will most often find specific lootable items on the ground, similar to the lost treasures of Pandaria. Looting/opening the treasure items/caches normally awards you with Garrison Resources (between 10 and 20 on average), but often also includes an extra, such as a rare quality item or some Draenor herbs. Most of the locations are very easy to reach, others require a bit of careful jumping to reach.

If you are interrupted while opening one of the treasures, the cache will despawn but you will receive the lost contents in the mail later.

This item is sold by 格拉吉斯 in Stormshield (will update with horde vendor info later). These will add the locations of treasures to your zone maps. He'll only sell them after you've completed the main zone quest line.

This item is also sold by 瑟卡 in Ashran horde side, Archaeology fragments dealer, on the outside of the building that houses the archaeology trainer. In order to qualify for the treasure maps, you need to complete the chapters for that area.

When you take treasures off the map, they will disappear on your map. As such, if you can see a treasure on your map, that means you haven't picked it up yet. Now, *finding* how to get to it may be the tricky part!

Using the TomTom, run the these commands to determine if you have already discovered the treasure or not. If you already have completed some treasures, these commands will eliminate the ones you've already looted and will only show you the ones that you have left to loot!

If you use TomTom and would like to make it show arrows to these treasures, simply go to the zone you are hunting in and paste this into the chat:

If setup correctly you will have an arrow and icons on both map and minimap to indicate where exactly the treasures are.

Note that you need to have used this map item to unlock the map icons for this macro to work.

This and the treasure maps for the other Draenor regions were made BOP in a hotfix dated 12/03/2014.

It seems like this does the same thing that addons can do for you, so if you want to save 600g (100g x 6 maps), you can just install something like HandyNotes_DraenorTreasures. Additionally, you don't have to worry about the level requirement to have the addon for your alts. The addon I mentioned also tells you if the treasure is a cave or something tricky. However, 600g isn't that much, so perhaps you may feel like buying the maps anyway.

If you're not sure whether you've bought/gotten a particular treasure map, here are the script commands to find out (you can also buy and re-sell maps, but apparently at least one of them is/was bugged and won't error if you've used it already):

Shadowmoon Valley (Alliance) - /run print(IsQuestFlaggedCompleted(36464))
Frostfire Ridge (Horde) - /run print(IsQuestFlaggedCompleted(34557))

If you want a quick and simple copy and paste method of seeing which of these you have "learned", try this....

It will print a yes or no for each zone. And, yes, from what I have read, Alliance can get Frostfire and Horde can get Shadowmoon through follower mission (good luck).
If there is an equivalent quest number (or 2) for Tanaan, I have not found it yet, but if I do, I will update it here. After brief looks for the information, those may be handled differently.

At the "Elemental Plateau", there is a treasure that you have to light up 4 beacons in sequence to be able to open them. Blue, green, yellow, orange.
It is the treasure in a cave that shows up on the map under the "A" in of "Plateau".
