It seems there is a bug where you can feed this to npc's I was targeting an npc in the brawlers guild and went to eat this food, and the npc started to eat it. I really wanted those stats.

It's pretty fudged up that this Chili doesn't give Recipe Idea when eaten. Would make some brilliant sense.

This mission is better than it looks at first glance. The only other 100 stat foods are the Savage Feast from the farm in your garrison, which require you to use a medium plot on a farm (Duh), and higher end fish+meat+herb delicacy food, which can be a pain to make if you don't like fishing/farming/spending gold on the AH. So, for the random xp gain for a follower for doing this mission, it's a pretty good reward.

I can confirm that you can get more than one Legion Chili. The mission does come up more than once.

As of 6.2.2, this food's buff doesn't seem to scale down on Timewalking dungeons.
