Note that this cloak cannot have Spirit on it as a stat. You can see all possible versions here: http://eu.battle.net/wow/en/item/114819/trade-skill

There are currently no craftable cloaks that can have Spirit on them.

Anybody having problems to get of the savage? i,ve spent thousands of fur and never got it

If you're looking at the Stage 2 iLvl 655 version of this cloak for transmog, keep in mind it actually appears purple, not blue, in most environments. The same goes for the Stage 2 version of 鲜亮上蜡斗篷.

For unlocking the three transmog colours:
Create one of the three base tailoring cloaks for the item level 640 red appearance. Using a 妖纹精华 to bring the cloak's item level to 655 will give you the blue appearance. Using a second 妖纹精华 on the cloak will give you the black item level 670 appearance. Further evolving the cloak after this does not unlock any other appearances/transmog colours.

If you are after the blue version of the cloak, crafting it with an Impressive Hexweave Essence unlocked it for me.
