It spawns at around 11 different places in the water. Never on the other side of the bridge (Check the debris in the water close to the bridge).

Because it's unclear:

There are multiple spawnpoints for the object you loot the necklace from. It doesn't get moved by the developers as patches are rolled out; it's always been that way. Stop posting about it "being moved circa patch whatever".

it seems that it will always spawn directly near one of the large, brown-ish colored rocks, as these line up with the current coordinates fairly well. just check by these and you should find it.

As of 4.0.3 this quest is now called "Nida's Necklace." It has been changed from "Hillary's Necklace." I'm still searching for the grown up Hillary and her brother. No difference in the actual quest, just find the "Glinting Mud" underwater; it's merely a name/NPC change.

Nida's necklace as of 4.3 is now at 35.49, its by the broken boat.

The necklace is spawned randomly in the water, near rocks. There is no set spawn. It is not necessarily an eel beside it, and it can be on either side of the bridge.

It IS at 35/49 now but not a broken boat, but a boulder, if you walk straight off the dock on side of bridge opposite Lakeshire, you are practically there
