You get item - which allows you to build your Small Garrison building Engineering Works (which all engineers should do) - after completing a small quest chain (starting with 重型武器 for Horde and 传送器047-B for Alliance). The quest chain starts from a random drop, namely 烧毁的手持火炮. I believe this can drop from all humaniod mobs in the start zone.

I sold mine for 150g as I already was able to build it, i guess at garrison level 2 you dont need these level 1 blueprint
